Non California Residents Now can apply for a CCW permit

As of April 22, 2025, California began accepting applications for non-resident concealed carry weapon (CCW) permits following a federal court ruling. This decision allows non-residents to apply for a California-issued CCW under specific conditions.
Eligibility Requirements
To apply for a California non-resident CCW permit, you must:
Be a member of one of the following organizations:
California Rifle & Pistol Association (CRPA)
Gun Owners of America (GOA)
Gun Owners of California (GOC)
Second Amendment Foundation
Have a bona fide intention to visit the jurisdiction (city or county) where you apply within the next 12 months. This could include travel for work, family visits, or tourism. For example, if you plan to visit Disneyland in Orange County, you may apply there .
Be legally allowed to own and possess a firearm in your home state.
Application Process
Choose a Jurisdiction: Select a county or city where you plan to visit and that is known to issue CCWs to non-resident.
Complete the Application: Submit the standard California CCW application. Non-residents may use their out-of-state driver's license or ID. If your ID doesn't show your current address, provide additional documentation like utility bills or an out-of-state CCW .
Submit Fingerprints: Provide inked fingerprint cards; Live Scan is not required for non-residents .
Undergo Background Checks: Your fingerprints will be submitted to the California Department of Justice for a background
Complete Training:
Classroom: 6 hours of instruction, which can be conducted remotely via Zoom.
Live-Fire Qualification: 10 hours at a range in your home state.
Note: California does not recognize CCW training from other states; you must complete the California-specific training .
Provide Documentation: Submit proof of membership in one of the qualifying organizations and any other required documents, such as a psychological evaluation if mandated by the issuing agency.
Interview: Attend an in-person or virtual interview with the issuing authority.
Firearm and Carry Restrictions
Handgun Selection: List and qualify with each handgun you intend to carry. The firearm does not need to be on the California Handgun Roster but must be legal to carry in the state .
Magazine Capacity: You may carry magazines that hold more than 10 rounds if you are legally in possession of them.
Ammunition: California does not prohibit hollow point or other common types of handgun ammunition.
Carry Restrictions: California law prohibits carrying firearms in certain public places, including schools, government buildings, and private property where firearms are prohibited.
Processing Time and Fees
Processing Time: The application process can take several months, depending on the issuing agency's workload and requirements.
Fees: Fees vary by jurisdiction but may include:
Department of Justice fees for background checks and fingerprinting.
Local processing fees.
Training fees for the required courses.
Important Considerations
Jurisdiction Selection: Choose a jurisdiction known to issue CCWs to non-residents. Some areas may be more restrictive than others.
Legal Compliance: Ensure compliance with all California firearm laws, including those related to firearm transport and prohibited areas.
Permit Validity: The CCW permit is valid only in the issuing jurisdiction. Carrying in other areas may require additional permissions.
